What is Step Up to Quality?

It is a voluntary quality rating system for early care and education centers. These centers can earn a 1-2-or 3-star rating by meeting the quality benchmarks for the State of Ohio.  Inspections are held every year.

One-Star Centers have the following (minimum) teacher / child ratios:

  Infants 0-12 months – 1 to 5
           WSCCC ratio 6 wks – 18 months: 1 to 4

  Toddlers 12-28 months: 1 to 7
                            18-36 months: 2 to 11
            WSCCC ratio 18-36 months: 1 to 7

  Preschoolers 36-48 months: 1 TO 13
                                        48-60 months: 1 to 13
            WSCCC 48-60 months: 2 to 20 (2-16 for majority of the day)

  School-Agers 5-11 years: 1 to 17
             WSCCC ratio 5 years: 1 to 12
                                  6-11 years: 1 to 15


•   Teachers and the administrator participate in 4 hours of child development training  per year, above licensing requirements. This shows a commitment to expanding their knowledge and skills in order to improve your child’s education.

•  Teachers are familiar with Ohio’s Early Learning Content Standards. This means they know what children are expected to know and be able to do when they enter kindergarten.

•  The center provides at least one employee benefit. This means program employees are valued which in turn reduces staff turnover. WSCCC offers three: paid vacation, personal days & health care.
